It looks like you have assumed £0. But if you were to assume at least 20% of rents going to towards maintenance, then this would be a £4m-£6m decrease in the overall NPV , thus changing the currently reported positive NPV into a negative figure.
The Council has provided details of the assumptions and summaries of the viability appraisals that have been undertaken. The Council is not going to release any further information on the viability analyses.
