LAMBETH UPDATE.- JUNE 2018
St James are now gearing up to start work on Block C2, where the existing garages are; and Block E, by the bus stop in front of Durrington Tower and residents should see activity on site in July.
Over the past month the council has removed a number of trees in order to clear the site for construction and St James has been undertaking further site investigation work to confirm, amongst other things, what materials need to be removed from the ground before they start work.
For the rebuilding of the later phases, we are expecting to start the Reserved Matters applications (detailed design work for planning approval) in Spring 2019.
WHAT IS HAPPENING WITH PHASE 2 & PHASE 3
Following Lambeth Planning Committee’s resolution to grant outline planning permission on the 20th March we are expecting this outline planning permission, including approval of the S106 agreement, to be formally granted in July 2018 once the legal agreement has been agreed and signed.
As noted last month, this outline permission set the maximum number of new homes, the height of new buildings and their position in relation to surrounding buildings. There will be further applications before anything is built called Reserved Matters applications. These are used to agree the material, flat plans, landscaping and parking etc. We are expecting to start design work for the Reserved Matters applications around April 2019.
ACTIVITIES IN NO.7
Over the last month we have had two fantastic resident led sessions in No.7. Rolanda made a delicious, and healthy, chilli which went down very well. A great tip was swapping to brown rice which has much more nutritional value and tastes good as well.
Following the success of her last session Maxine led another flower arranging workshop using plastic seedling pots of which we had an abundance. The results were great and this popular activity will certainly make a reappearance over the coming months. It is so relaxing and the great thing about flowers is they all go together no matter which combination you use.
UPDATE FROM ST JAMES
In June 2018, the following site investigation works were completed on the Phase 1 site and in the surrounding areas:
· Monitoring of ground investigation positions
· Structural survey of existing garage structures
· Slit trenches / trial holes to determine exact location of below ground services on Westbury Green
The site hoarding is still planned for July/August, with the exact date to be confirmed depending on findings from the investigation works as noted above. The hoarding layout plan has been issued to London Borough of Lambeth for approval. At the same time, our designers are working through detailed design coordination.
All concerns in relation to Phase 1 should be addressed to Lambeth for the time being. When St James start on site, appropriate emergency contact details will be provided.
Forthcoming Estate Works:
The following site investigation works are to follow:
· Slit trenches / trial holes to determine exact location of below ground services on Wandsworth Road footpath
· Trial hole to confirm foundations to 438 Wandsworth Road
The following Early Site works will be completed adjacent to Westbury Green by Utility Companies independent of set up of the site hoarding:
· British Gas : Gas pipe diversion (end July – August)
· Thames Water : Water main diversion (July)
We are still awaiting dates for the following works:
· Works to the existing foul sewer diversion
· Stand pipe installation for temporary water supply

April: St James to prepare to start works
July: St James start construction Phase 1 (Block C2 & E)
Autumn 2018: Lambeth start talking to residents about the reserved matters applications for the overall masterplan
Autumn 2018: Residents discuss Lambeth’s Interior Specification
Summer 2019: Phase 1 completes and residents start moving in
Summer 2019: Additional phases start on site

Now that the plans for the Westbury Estate have been approved, the pace of the regeneration will increase and it’s even more important that residents receive the support they need, and that the Council ensures that everything goes as smoothly as possible.
During July, we will be back on the estate talking to residents. We are asking the Council to talk to residents about the tenure mix in the new development and explain issues around viability in a way that everyone can easily understand, in particular information about the possible sale of homes in future phases.
We are also giving advice to some leaseholders who are currently talking to the Council about selling their homes.
