The Council is setting up Homes for Lambeth to allow it to build the more and better homes that are needed in the Borough. When making this decision the Council reviewed what other local authorities are doing to meet similar challenges. Until recently, the majority of estate regeneration projects promoted by Councils have, in fact, been taken forward by development partners (either private sector developers or housing associations); in these scenarios, tenants usually become housing association tenants as a consequence of regeneration.
Considering models elsewhere and reflecting on its own experiences, Lambeth has decided to progress the estate regeneration programme directly through Homes for Lambeth, which it has concluded would be the best solution. You can see more information on this in the Cabinet papers from October 2015 which made the decision to set up Homes for Lambeth here.
