Is the Council committed to making an offer which is attractive to residents?

Currently 20 homeowners and 40 tenants have indicated or requested that they leave the Estate either through transfer or through sale. That is 20% of the current community. What percentage would be considered to be a failure or a success? Is the Council committed to making an offer which is attractive to residents? As the figure of 20% at such an early stage indicates the this is not the case

The Council is committed to making sure that those who wish to live on the estate have the opportunity to do so. In regard to tenants, around 50 tenants were already signed up to the transfer list from early 2015, before the Key Guarantees had been formulated. It is also known, anecdotally, that several leaseholders have been wanting to sell their properties for some time. This suggests that there are those on the estate who wish to leave regardless of the offer made in the Key Guarantees.
